Understand how we review permit decisions relating to places or objects on the Victorian Heritage Register.
If you want to make changes to a place or object listed in the Victorian Heritage Register, you need a permit. These permits are decided by Heritage Victoria’s Executive Director.
Owners or applicants who are unhappy with the Executive Director’s permit decision can request a review by the Heritage Council.
This is called a permit review.
You submit a permit review request through the HCV Hub. This must be done within 60 days of the Executive Director’s decision.
We appoint a committee of at least three Heritage Council members to conduct the review. Our committee considers all submissions and will hold a hearing if requested.
Permit review hearings are open to the public and the media. If you want to photograph or record a hearing, you will need prior approval from the Heritage Council.
Heritage Council Protocol 2 – Permit reviews and hearings provides detailed information about the permit review process. It covers the key steps and timeframes, and roles and responsibilities in the process.
