Committees play an important role in our work in deciding on registrations, permit, consent and nomination reviews, communicating with the public and providing specialist advice. The Heritage Council has two kinds of committees, Standing Committees of Council, which are ongoing and made up entirely of Council members, and Specialist Committees, which include external specialists and are regularly reviewed to ensure they align with Council’s strategic needs.

Committees of Council

Registrations and Reviews

Considers which heritage places and objects are added to the Victorian Heritage Register and makes decisions on registration hearings as well as hearings into recommendations on sites of archaeological value.

Undertakes reviews of the Executive Director’s determination on permits, archaeological consents and nomination refusals including conducting permit hearings.


Reviews and develops policies, procedures and guidelines relating primarily to the statutory administration of the Victorian Heritage Act (2017).

Finance and Risk Management

Monitors the operation of the Heritage Fund, leads financial reporting and risk management and provides advice to the Heritage Council on all financial assistance matters.


Oversees the delivery and funding of the Heritage Council’s education, partnership and promotional activities.

Heritage Policy and Practice Committee

Supports and promotes exemplary heritage policy and practice, and oversees Council’s strategic projects.

Joint Working Group

The Joint Working Group consists of three members of the Heritage Council of Victoria, and two members of the Victorian Aboriginal Heritage Council. The purpose of the Joint Working Group is to provide a forum for communication and information sharing between the two Councils and to support the recognition of places, objects and traditions that are part of the history of Aboriginal and non-Aboriginal people in Victoria.

Local Government

Assists in building and strengthening links with local government, advises on local government heritage issues and trends, and supports delivery of Heritage Council projects through the provision of advice and guidance.
